Check out nexfan.com, coolerguys.com, and any sites that have ads in the back of MaximumPC mag. I also do a web search >quiet PC. The guys selling low-noise stuff have a lot of noisey cooling choices too!
I got an EverCool 715 100% copper cooler w/70mm fan at Nexfan.
This unit was seriously polished/finished and has the right small footprint to clear the CPU capacitors of the BP6, getting larger as it goes up from the CPU. This was <$20 with a copper shim for P-III. If you use a Neo adapter, this unit needs the "paper clip" solution for clipping to socket.
There is also a new Thermaltake Copper sink model with smart fan that's speed controllable by both thermal & manual. There is $13 a no-fan EverCool copper sink with holes for 60mm fan that would be good if you mount a 60mm-to-80mm fan adapter funnel & use a larger 80mm fan of whatever style suits you - LED fans, ultra-quiet + decent CFPM flow, etc.
My single P-III/1100E@1.21GHz is running at 89-93 degrees F. with the EverCool 715 & the fan slowed (quieted) down a little with a Zalman speed controller
