Thats what I was thinking as I read the article.
It seems like someone came up with at good theory...now if they can just get the mechanics to become a reality. They can test it out by laying the "ring" horozontally to measure the rotation of the earth, then positioning it vertically should allow the beam of light or the atom they are meausring to arrive at the same time.
How big does that thing have to be?
